我国新闻纸产业发展战略研究
摘
要
以我国新闻纸产业如何在加入“WT0"后激烈的市场竟争和新闻纸保护期中谋
求生存和高速发展为出发点,对新闻纸产业的外部环境、内部环境进行分析、评
价,找出我国新闻纸产业存在的问题,针对这些问题,用T0WS矩哖匹配和定量
战略计划矩阵的分析法,确定新闻纸产业备选战略,提出了一些具体的建议作为
我国新闻纸产业的发展战略,包括:与上下游结成战略联盟;调整原料和产品结
构,发展林纸一体化,加大废纸回用,合理利用非木纤维;组建林浆纸一体化集团;
多渠道筹集项目资金;提高技术装备和管理水平;发展循环经济;运用反倾销武
器暂时保护新闻纸产业等等。

ABSTRAGT
Taken the way how to survive from fierce market competition after
entering WTO and fastly develop during the anti-dumping period for the
newsprint industry in China as the fundamental standing point, analyze
and evaluate the newsprint industry overall external and internal
situation, find out the problems existing in local newsprints industry
from which locate and determine the stand-by strategy for the development
of newsprint industry based on the research means of TOWS matrix match
and quantitative strategic planning matrix(QSPM), raise some proposals
as the development strategy of newsprint industry, such as form strategic
ally with upstream and downstream industries; restructure raw material
and product by developing plantation and paper integrated pro jects,
strengthening waste paper recycling force, reasonably using non-wood
fiber: set up some forestry-papermaking integrated groups; find more
channels to collect project funds: improve technology strength and
administration ability; develop recycling economy; protect newsprint
industry for short term by exercising facility of anti-dumping.
