中国石油润滑油基础油发展战略研究

摘要
随着润滑油市场的国际化,润滑油基础油的来源日益多样化,了解国内外的润滑
油基础油生产技术,以及这些基础油的性质特点,将有助于提高我国润滑油产品质量及
竟争能力:同时润滑油的升级换代是复杂的系统工程,首先要求基础油质量要好,尤其
是在节能和环保两大社会发展主题的要求下,对基础油质量提出了更高的要求,靠传统
的老三套生产的1类基础油已经满足不了高档油的生产需要。为了适应润滑油发展需
要,美国石油学会提出了新的基础油分类标准,将基础油分成Ⅰ类、Ⅱ类、Ⅲ类。其中
通过老三套装置,即糠醛精制、苯脱蜡和白土精制,生产出来的基础油为Ⅰ类基础油,
I类、类基础油都是通过加氢技术得到,主要有异构脱蜡和催化加氢。V类基础油是
聚烯烃合成油,V类基础油是酯类油或烷基等。由于基础油加氢技术发展较快,以及
环保和节能的需要,世界润滑油基础油正由APII类向APIⅡ类、Ⅲ类转变。论文介绍
了国内外各种润滑油基础油生产的工艺流程,包括各种溶剂精制技术与加氢技术,分析
了各种技术的优缺点以及生产润滑油基础油产品质量及工业装置的状况,研究了韩国、
新加坡、日本、俄罗斯、台湾等中国周边国家和地区润滑油基础油的加工工艺、产量和
质量、市场消费及进出口等情况,探讨中国石油润滑油基础油资源和市场利用的可能性,
其中韩国的Ⅱ类及Ⅱ类以上基础油,可以考虑调剂使用。日本的I类基础油资源丰富,
质量也比较好,可以互补利用,俄罗斯基础油质量较差,可以考虑进行资源调剂,在基
础油资源和市场方面,大陆和台湾具有一定的互补性。同时结合对国内国际润滑油基础
油标准的分析,确定了中国石油基础油发展战略:中国石油是目前中国市场最大的基础
油供应商,供应范?包括环烷基基础油、石蜡基基础油和中间基基础油,调整Ⅰ类基础
油,提高类、Ⅲ类基础油产量,充分利用中国周边国家和地区的基础油,并制定统
的基础油标准,规范基础油质量,提高国内润滑油的质量。

Abstract
With the intemationalization of the lube base oil market, the sources of bare oil become
diversified. There ore understaning the production echnology and the quality characteristics
of base oil inside and outside of China will be helpful to improve the quality and the
competitiveness of our lube oil products. Besides, the update of the lube is a complicated
project, and it requires a high quality of base oil, especially, to meet the requirements of
saving energy and protectin the environment For the transformation, American Petroleum
Institution also established a new classified standard of base oil. This paper introduces the
base oil producing process, the base oill quality, and the condition of base oil industry plant at
home and abroad It also su s e press amou quality, import and export of this base
oil from china and some nearby countries and areas, which include Korea, Singapore, Japan
Russia, and Taiwan and so on. At the same time, it discusses the use possibility of resource
and market. Lastly, this paper points the development strategy of china's base oil, including
the adjustment of base oil, the increase of the production quantity of Il and l base oil, the
full use of base oil from chinas nearby countries and areas, the establishment of the unifie
base oil standard, the standardizing of base oil quality and the improvement of domestic lube
>il quality.
