Circular Concerning the Issue of the Regulations on Safety
Management and Supervision over Pressure pipelines

Pressure pipeline is a special equipment which is widely used in the production/ life and may cause severer hazards, such as: fire, explosion and poisoning. The Regulations on Safety Management and Supervision over Pressure Pipelines is hereby issued for the purposes of doing well the safety management and safety supervision over pressure pipelines, ensuring safe operation and protecting the personal safety and property safety of the people. Please earnestly implement these regulations. If you meet any problem in your execution, please timely advise the Occupational Safety, Hygiene and Boiler & Pressure Vessel Supervision Bureau of our Ministry.

Regulations on Safety Management
and Supervision over Pressure Pipelines
Chapter 1 General
Article 1 These regulations are formulated according to the Labor Law of the People’s Republic of China and the stipulations of the relevant laws and codes, for the purposes of ensuring the safety operation of pressure pipelines and protecting the personal safety and property safety of the people.
Article 2 Pressure pipeline in these regulations refers to a special equipment which is widely used in the production/ life and may cause severer hazards, such as: fire, explosion and poisoning.
Based on its services, pressure pipeline can be divided into industrial pipeline, utility pipeline and long-distance transfer pipeline.
Article 3 These regulations shall apply to the pipelines and their supporting facilities meeting one of the following conditions:
1.Pipelines transferring the media with extreme hazard of toxicity as per GB5044 Hazard Rating of Occupational Contact Toxicant;
2.Pipelines transferring the media with Grade 1 and Grade 2 of fire risk as per GB50160 Fire-proof Code for Petrochemical Enterprise Design and GBJ16 Fire-proof Code for Building Design;
3.Pipelines transferring the media of gas (vapor) or liquefied gas with maximum working pressure ≥ 0.1 Mpa ( g, the same below);
4.Pipelines transferring the flammable, explosive, toxic or corrosive media with the maximum working pressure ≥ 0.1 Mpa or the liquid with the maximum working temperature≥ normal boiling point;
5.The supporting facilities and safety protection devices of the pipelines stipulated in 1~ 4 of this article.
Article 4 These regulations shall not apply to the following pipelines:
1.Pipelines of equipment proper;
2.Pipelines in military equipment, traffic vehicles and nuclear facilities;
3.Pipelines transferring non-toxic, nonflammable or non-corrosive
