摘要
改革开放以来,随着我国社会主义市场经济的不断发展,金融活动广泛滲透
到经济生活的各个方面,金融系统掌握了巨大的经济资源,做好金融工作,保证
金融顺畅运行,成为我国经济生活中的一项重要而紧迫的任务。
本文由四章组成。第一部分明确金融地位:邓小平指出金融是现代经济的核
,金融搞好了,一着棋活,全盘皆活。他的这一“金融核心论”,为我国搞好
各项金融工作提供了总的思想指导。江泽民则在此基础上,进一步说明了为何金
融是现代经济的核心,并揭示了如何确保金融发挥积极作用和由“谁”来确保金
融发挥积极作用,在理论上解决了如何发挥金融在现代经济中的核心作用。
第二部分推进金融改革;邓小平明确提出金融是现代经济的核心,提出要把
银行办成真正的银行,他的这一论述,不仅具体指明了我国银行发展和改革的方
向,而且指明了我国整个金融体制改革的指导方针与原则。如何加快银行改革步
伐,真正把银行办成现代意义上的商业银行;以江泽民为核心的党中央审时度势,
总揽全局,以调整结构、转变职能、突出重点、内外并举这样四方面为思路,提
出了一系列具体方针和举措,从而使“把银行办成真正的银行”思想扩展为一种
指导实践的具有可操作性的战略。
第三部分完善融资体系;邓小平关于证券、股市等“要坚决地试”的思想,
是推动我国建设一个健全的融资体系的重要理论指导。江泽民既亲自领导了“坚
决地试”的工作,又通过实践进一步明确肯定了股份制和证券市场的积极作用,
为建设一个完善和高效的金融融资体系提出了正确的方针和原则,不仅体现出邓
小平金融思想中所包含的“应该做”的精神,而且在理论和实践上回答了“怎样
做”这一重大现实问题
第四部分防范金融风险:随着国际金融一体化的发展,伴随社会经济日趋货
币化和信用化,作为市场经济内在属性的金融风险,其爆发的可能性也在同步加
大。邓小平对防范和化解金融风险提出了总的原则和方针。江泽民则据此设计和
提出了科学的、具体的方案,并亲自领导了方案的实施,在防范和化解金融风险
方面取得了明显的成效,同时丰富和发展了邓小平的金融思想。

Abstract
Since the reform, financial activities have expanded to all aspects of the economy
with the development of China,'s socialist market economy. The financial sector
controls great quantities of economic resources, so it's an essential and urgent task in
our economic life to better the financial activities and run a well-functioning financial
system
This
consists of four chapters. The first part makes clear the essence of
finance. Deng Xiaopin pointed out that finance is the cornerstone of modern economy
and that efticient finance to the economy is just like a key step in a chess race. His
viewpoint of "finance-as-the-core"to has been the general guide for China to improve
the finance. Jian Zemin, however, follows the thoughts and illustrated why finance is
the core of modern economy. He brought to light how to assure the positive function
of finance and who to do that. Thus, he has theoretically answered how to let finance
play a key role in modern economy
The second part concerns how to push ahead the financial reform. Deng Xiaopin
advocated the key role of finance in modern economy. He urged that banks should be
transferred to real ones. This point directed the development and reform of banks, as
well as the principle of the whole financial system reform. But how to speed the bank
reform and how to transfer them into real banks? The central authorities of the Party
led by Jiang Zemin judge the hour and size up the overall situation, and put forward a
series of policies and measures aiming at restructuring, transforming functions, setting
a priority order and caring both internal and external affairs. Thus the thought of
transfering banks to real ones has been expanded to a practical strategy
The third part discusses improving the finance system. Deng Xiaopin's thought
of keeping trying"stock market and security market has been a significant
theoretical guide that has pushed ahead Chinas reform of building a perfect finance
system. Jiang Zemin not only has led the work of"keeping trying", but also has
practically confirmed the positive effects of joint stock company and security markets
Thus, he has put forward right policies and principles for building an effici
