摘要
石油是关系到国计民生和国家安全的重要战略物资。随着国民经济的持续高速
发展,国内供应不足,进口量快速增大,石油对外依存度的不断升,石油供应的
安全问题越来越被重视,已成为影响中国经济持续发展的新的风险。本论文从国际
政治经济的角度研究石油安全问题,从石油安全理论入手,进而分析中国目前的石
油安全态势,并针对中国石油安全的现状和挑战提出相关对策建议。具体内容如下:
本文由导论、正文、结论三部分组成,大约四万字左右。
导论部分介绍本文选题的意义,国内关于石油安全的研究现状,以及本文的研
究框架、研究方法和创新之处。
正文第一部分是全文的理论框架。从“量”和“价”两个方面对石油安全的基
本理论进行阐述。为全文做好理论铺垫。
正文第二部分是在前一部分理论的指导下,分别从“量”和“价”两个方面分
析了中国石油安全的态势。其中具体分析了中国石油储癜量、生产量、消费量、进
口量以及进口价格这些因素与石油安全的关系。指出了中国石油安全目前所存在的
问题及所面临的挑战。
正文第三部分在上一部分的基础上,针对中国石油安全在“量”与“价”上所
存在的问题提出相关对策建议。在保证中国石油“量”的安全方面:对外,通过积
极开拓国外石油来源渠道,积极开展能源外交,参与多边合作来实现;对内,通过
加紧建立战略石油储备,努力创造具有国际竞争能力的中国跨国石油公司,加快海
军建设这几个方面来实现。在保证中国石油“价”的安全方面,通过参与市场竞争,
建立石油金融战略体系支持石油市场发展来得以实现。
最后是结语部分,中国石油安全的维护必须是“量”与“价”的双重安全。

Abstract
Petroleum is a critical resource o nations economy and peoples livelihood as well
as to the national security. With the high-speed development of national economy, the
domestic petroleum resource can t meet the need of the intemal market; therefore the
amount of imported petroleum is rising. The enhancing independence rises peoples
stress on the safety of petroleum importation, which has already become a newly-aroused
risk affecting China s sus aining developmen. This thesis studies the security problem of
petroleum from the angle of intemational politics and economics. It starts with security
theory on petroleum and analyses Chinas curent situation of petroleum security. It also
makes suggestions according to the situation and challenge that China is facing. The
details are as followed:
This thesis is composed of introduction main body, conclusion, and reaches to
approximately 40,000 words
The first part introduces significant motivation of the paper, the current intemal
research, framework of study, research method and the creative point of the thesis
Part I of main body is supported by the theory. It illustrates fundamental security
theory on petroleum in the aspects of"amounts"and"price".This part serves as the
theoretical base of the whole thesis
In the light of the theory, Part I analyses the current security situation of China
petroleum, respectively in the aspects of amounts "and"price".It details the amount
of China s petroleum reserving, producing, consumption, importing and the importing
price; what's more, it probes the relation between these factors and the petroleum security
Based on the analysis, it points out the current problems and challenges
Part II stresses the solutions to the above-mentioned problems. It brings about the
suggestion of how to guarantee the"amounts"supply of China's petroleum. On the one
hand, we should extend the origins of importation, and carry out the external energy
diplomacy actively. At the same time, we try to involve ourselves in a multilateral
co-operation; on the other hand, we should activate ourselves to set up the strategic
petroleum reservation and make great efforts to build transnational Chinese Petroleum
Company as well as to strength the navy force. Of course, it's of the same importance
