Notice about issuing of
“Steam Boiler Safety Technology Supervisory Regulation”
To: Departments (Bureaus) of Labor (Labor and Personnel) of all the provinces, autonomous regions, and the municipalities under central authority, Ministries and Committees relevant under the State Council and Organizations directly under it, the Supreme People’s Procuratorate, the Supreme People’s Court, General Logistics Department of the PLA and Xinjiang Production and Construction Corps:
Along with the development of our national economy, the advancement of science and technology, and the improvement of management level, great changes have taken place in the boiler industry of our country in the design, manufacture and operation level. Therefore, the “Steam Boiler Safety Technology Supervisory Regulations” (LaoRenGuo [1987] No.4) issued by the former Ministry of Labor and Personnel cannot meet current requirements for the supervisory of safety and technology. Therefore, we have revised the original regulations thoroughly on the basis of making extensive investigations and soliciting experts’ opinions. Now, the newly revised “Steam Boiler Safety Technology Supervisory Regulation” is issued to you and it will be implemented from January 1, 1997, and the original “Steam Boiler Safety Technology Supervisory Regulation” (LaoRenGuo [1987] No.4) will be annulled on the same date. If the existing regulations of our ministry are in conflict with the new regulations, the new regulations shall govern.
The labor departments at all levels and the units relevant shall organize the personnel concerned to study and implement conscientiously the new regulations. Any problem occurred during the implementation, please inform the Supervisory Bureau of Occupational Safety and Health and Boiler Pressure Vessels of our Ministry.

Steam Boiler Safety Technology Supervisory Regulation
Chapter 1 General
Article 1 This regulation is made, on the basis of the stipulations of the “Tentative Regulations for the Supervision of Safety of Boiler Pressure Vessels”, to ensure boiler safety operation, protect human safety, and promote the development of the national economy.
Article 2 This regulation applies to stationary pressure steam boilers with water as their medium, and to the design, manufacture, installation, handling, inspection, repair and modification of pipes
