摘要
本文首先简要回顾了我国电力体制改革的历史和现状,重点介绍了
我国电力体制改革的目标、内容和我国电力行业改革之后的组成结构。
中国的电力体制改革从上世纪九十年代初开始规划。1997年1月,国
家电力公可的成立标志着电力体制改革开始进入实施阶段。2002年4
月,国务院出台了电力体制改革方案。根据这一方案,将国家电力公司
管理的资产按照发电和电网两类业务划分,并分别进行资产重组。国家
电力公司拥有的发电资产,除华能集闭公司直接改组为独立发电企业
,其余发电资产重组为规模大致相当的3、4个全国性的独立发电企
业,由国务院分別授权经营。在电网方面,成立国家电网公司和南方电
网公司。由国家电网公司负责组建华北(含山东),东北(含内蒙古东
部),西北,华东(含福建)和华中(含重庆、四川)五个区域电网有
限责任公司或股份有限公司。西藏电力企业由国家电网公司代管。南方
电网公司由广东、海南和原国家电力公司在云南、贵州、广西的电网资
产组成,按各方面拥有的电网净资产比例,由控股方负责组建南方电网
其次,木文重点讨论了电力体制改革给区域电网安全运行帯来了的
诸多影响以及应对这些影响的对策,并以美加“8?14”大停电和华东
电网“8·29”、“9?4”两次重大风险为例,详细说明了电力体制改革
形势下,区域电网安全运行面临的问题和挑战;并进步从管理的角度

出发提出了此类交全事故对区域电网安全运行的启示。从8?14日美加
大停电发生、事故处理和电网恢复的过程来看,停电范围波及的加拿大
交大略IMO、魁北克水电系统、美国中西部ISO、PJM电网、纽约ISO、
新英格兰ISO等互联系统没有一个统的电网安全管理者,换言之,
没有·个电网管理机构对整个互联电网的安全稳定负责。因此美加大停
电造成了巨大损失,而反观华东电网“8?29”、“9?4”两次重大风险,
由于实施电网统一调度,能统一管理华东全网信息资源,在第一时间发
现电网隐慧和故障,避免因信息分割和闭塞导致处理延误,引发多重故
障;能按局部服从全局的原则,统一安排处理方法和手段,在第一时间
启动预案,及时下达调度命令,分级实施,最终成功的化解了这炳次重
大风险。从而说明我国电力系统必須坚持统一调度,加强电网的严格管
理和科学规划,坚持有中国特色的电力体制改革
最后木文研究了电力改革新形势下,区域电网交全管理体制发生的
变化,以及在管理中出现的新问题;并针对这些问题,提出了区域电网
安全运行管理的基本原则和创新举措.

A STUDY ON THE SAFE OPERATION MANAGEMENT
FOR THE DISTRICT POWER SYSTEM GRID
ABSTRACT
Firstly the history and actuality of the power system reformation are
reviewed. The object of the power system reformation and the new structure
of power system are introduced. In 1997, the establishment of the State
Power Corporation of China (SP) marked beginning of the power system
reformation. In 2002, the State Council put forward the reform plan. Under
this plan the assets of SP was divided into two parts: power generation and
power system grid. The power generation assets owned by SP was
reorganized as 3 or 4 unattached power generation corporation(the Huaneng
Group Ltd. was reorganized as a power generation corporation directly ) On
the aspect of power system grid, State Grid Corporation of China(SG)and
China Southern Power Grid Co. Ltd. (CSG)were established. The SG is
responsible for incorporating North China (include Shandong province)
Northeast(include Inner Mongolia), Northwest, East China (include Fujian
province )and Central China(include Chongqing and Sichuan )district power
system grid co. Itd. The service area of CSG covers Guangdong, Guangxi
Yunnan, Guizhou and Hainan Provinces
he influence to the safe operation of the district power system grid
caused by the power system reformation is discussed. Take the case of
August 14th Blackout in United States and Canada and the solution process
on Aug. 29th and Sept. 4th power grid emergency events in East China, the
challenge to the security of the district power system grid operation is
analyzed in detail. In the process of August 14th Blackout, from the failure of
electricity to the restoration of power grid, there is not a power system safet
administrator in the interconnected network which is include Canada IMO
Quebec hydroelectricity system, Middle West ISO, PJM power grid, New
