宣城经济技术开发区招商引资项目管理现状与对策研究
摘要
开发区是招商引资的重要载体,是促进地方经济发展的主力军,招商引资
是开发区生命线,各地都探索出了许多有特色的开发区招商引资项目管理方法。
研究宣城开发区招商引资项目管理,对如何能在中部崛起和安微东向发展战路
中抢抓机遇,顺利承接沿海发达地区资本和产业转移,探索出中部欠发达地区
开发区招商引资项目管理的新思路,实现经济结构优化升级,促进开发区经济
又好又快地发展,具有重要的现实意义。
本文首先对开发区发展历程、发展趋势及开发区招商引资项目管理相关概
念作了简要概括。然后对宣城开发区招商引资项目的内、外部环境进行了分析,
运用SWOT分析法理清宣城开发区招商引资项目管理的内部优势和劣势以及外
部面临的机会和挑战,并归纳出应采取的招商引资项目管理策略。在充分调查
基础上,将项目管理理论和招商引资项目管理实践相结合,着重分析宣城开发
区招商引资项目管理现状,探究招商引资项目管理过程的计划、执行、控制等
环节存在问题和原因。最后提出完善宣城开发区招商引资项目管理计划过程、
执行过程和控制过程的相应对策。

Research on the Present Situation and
Countermeasures of Proiect Management About
Attracting Investments in Xuancheng Economic and
Technological Development Zone
ABSTRACT
The development zone is an important carrier of attracting investments, also a main
force to promote local economic growth, while attracting investments is the lifeline of the
development zones, and each region has explored a lot of characteristic project
management methods for the development zones to attract investments. The study of
attracting investments project management in Xuancheng development zone, has a great
and practical importance in how to seize the opportunity to rise in middle China and
development towards east for Anhui, how to continue the capital and industrial shifting of
coastal developed areas smoothly, explore new ideas of attracting investments project
management for the development zones of undeveloped areas in middle China, achieve
the optimizing and upgrading of the economic structure, and promote the economies of
the development zones to grow well and quickly.
Firstly, this paper briefly summarizes the development process, development trend
and the related concepts about attracting investments project management of the
development zones. Secondly, the author analyzes the internal and external environment of
attracting investments projects of Xuancheng development zone, figures out its internal
strengths, weaknesses and external opportunities and threats by using the SWOT method,
thus the author concludes the strategies of project management to attract investments
Based on the general investigation, the author combines the theories of project management
with the practice of attracting investments project management, and emphasizes to analyze
the present situation of attracting investments project management in Xuancheng
development zone, then probes into the problems and the reasons which exist in planning,
executing and controlling of attracting investments project management processes. At last.
the author brings up the corresponding countermeasures to consummate the attracting
investments project management processes of planning, executing, and controlling
