    摘要
    自国际标准化组织(ISの)于1987年、1994年相继颁布了首版及次版1S09000
    族质量管理体系标准以来,IS09000族标准就如同一本全球畅销书,在众多国家
    和地区得到广泛的推广应用,逐步成为衡量企业质量管理活动状况的一项基础性
    的国际标准。2000年,IS0又颁布了新版IS09000族标准,更将其适用范围由传
    统的硬件制造业推而广之到软件、流程性材料和服务等行业,使IS09000族标准
    更显其方兴未艾的蓬勃生机
    政府机关由引导、鼓励企业按IS09000族标准建立质量管理体系,发展到根
    据内、外部管理环境的需要建立自身的质量管理体系,以树立高效、廉洁、提供
    一流服务的政府新形象,己成为政府机关质量管理现代化的一种新趋势。而将“以
    顾客为关注焦点”、“过程方法”、“持续改进”等作为质量管理基本原则的IS09000
    族标准对行政部门提高行政管理效率无疑极具重要意义。
    本文在介绍IS09000族标准基本知识的基础上,简要介绍了国外政府部门导
    入1S09000质量管理体系的成功经验,并就我国行政部门导入ISO质量管理体系
    标准的必要性和可行性进行了分析,对1S09000管理体系在区级行政部门的应用
    进行了实证分析。认为强调以“全员参与、过程控制、预防为主、持续改进”为
    宗旨的科学原理和方法,对一直停留在经验管理阶段的我国公共行政管理有着极
    大的适用性和现实性,因此在我国行政机关推行政IS09000既是可行的也是十分
    必要的,它为行政机关提高行政管理质量、更好地依法行政和服务公众开辟了
    条新的道路。

    Abstract
    Since the International Standard Organization(ISO) issued the first and the second version of
    ISO9000 Quality Management System in 1987 and 1994 respectively, the ISO9000 standard, like
    a bestseller, has been popular and applied in many countries and districts. It also has become a
    basic international standard gradually to evaluate the management quality of enterprises. In 2000
    ISO had issued the new version of ISO9000 standard, expend its range from the traditional
    manufacturing industry to the software industry, procedure material industry and service industry,
    thus the 1S09000 has played a promising role in the quality management
    The govemment departments used to induct and encourages the enterprises to set up quality
    management system according to ISO9000 standard, now they know they need to establish a
    quality management system according to their own outer and inner management environment, so
    as to form an efficient, uncorrupted with first clad service govemment image. This has become a
    new trend for modemized management of government administrative departments. The ISO9000
    standard regards the following points as its basic principle of quality management: Put the
    customers as the focus", the procedure way, and"Continuing mprovement", which is ve
    meaningful for the administrative departments to improve their efficiency.
    The essay introduces the basic knowledge of ISO9000 standard, on this basis, the essay give
    a brief introduction of he good experience of versa counries government departments
    introducing ISO9000 quality management system, make some analysis on the necessity and
    feasibility for our country government departments to introduce ISO9000 standard. The essay
    believes that the scientific heory and way, which emphasized on o paticipate wholly, o conro
    the procedure, mainly prevent, continually improvement", has great application and feasibility for
    the public administrative departments, while it always stay at the phase of experience management.
    Therefore, it is necessary and feasible for our country government departments to applied
    administration ISO9000 standard. This is new reform way to improve administrative department
    efticiency so as to offer better service and operate better management according to the related
