人力资源是人类所有资源中最宝贵并且最有决定意义的资源。入力资源之所以是第
一资源,是因为人是万物之灵,只有人オ具有主观能动性。人オ是生产力最具活力的因
素,抓住了人オ就把握住了生产力发展的关键。在经济全球化的大背景下,人オ竟争日
趋激烈,特别是在大力发展区域经济的同时,我们更要重视入オ问题,全面实施人オ战
略,事关国内发展和国际竞争的大局。
中国共产党十六届三中全会提出了“支持东北地区等老工业基地加快调整和改造”
的决定,振兴东北老工业基地是一项庞大的系统工程,既要包括做好科学制定总体规划
大力加强发展环境建设、切实搞好社会保障等基础性工作,又要做好项目规划、资金落
实、技术改造、市场开发等实质性的工作,可谓是千头万绪。但要真正实现振兴吉林老
工业基地的宏伟目标,关键是做好人才兴业的大文章。事在人为,业在人创。人是成事
之基,人是发展之础。如何搞好人才队伍建设,对振兴老工业基地具有极其重要的战略
意义、现实意义和历史意义。因此,研究振兴吉林老工业基地,首先就要研究人才队伍
问题。成败兴衰,关键在人。用振兴的旗帜凝聚人オ,靠人才的支撑实现振兴是吉林省
毋庯置疑的选择。
回顾中国改革开放20多年的历史,吉林老工业基地不仅仅为国家做出了大量的经
济贡献,而且,为国家培养输送了大批人オ。但这块老工业基地却在改革开放的大潮中
落伍了。在“孔雀东南飞”成为众人议论的话题以后,吉林省的人才队伍问题已经成为
大家十分关注的焦点。
基于以上考虑,文章从人才理论和区域经济发展角度出发,围绕吉林省人才队伍的
问题和成因进行深入的分析和探索,从而提出一些建议和对策。本文采取证唯物主义
和历史唯物主义相结合,规范分析和实证分析相结合的研究方法,从新时期对人オ需求
的角度出发,对人才概念进行了新的界定,并据此阐释人才相关问题,在人才培养对策
方面提出了自己的观点。
