摘要
建设项目总承包模式(EPC模式)是国际通用的大型建设项目的主流承包模式
随着中国工程建设市场的逐步对外开放和国家关于企业“走出去”战略的渐次推进
适应国际竞争、实现国际接轨成为摆在每一个中国工程建设企业面前的重大课题。
EPC项目的成本管理是在综合了系统论、控制论、运筹学等研究的基础上发展
起来的一个复杂的项目管理子系统,其理论研究和工程实践在国际上仍处于不断的发
展变革之中。就国内情况看,学界和企业界基本上处于理论引进和实践摸索的起步阶
段
鉴于此,本文在系统研究国外项目成本控制理论的基础上,结合笔者近二十年
的项目管理和国际合作经验,对EPC模式下项目成本控制的控制机理、实用模型和应
用技巧进行了全面的分析和探讨,为EPC项目成本控制绘制了一幅较为完整的图画。
本文的主要创新点集中在第二章(EPC项目成本控制的实用模型)和第三章(EPC
项目成本控制的应用),具体表现在
1、针对散见于各类管理文献中的项目管理实用模型进行了广泛的分析和研究,
并就其中认同度较高的模型进行了归纳分类,提出了“结构化模型”、“成本计划优化
模型”、“数据结枃模型”、“安全性检测模型”等概念和分类研究方法。
2、基于笔者近二十年的项目管理经验积累和六年的国际合作经验,对EPC项目
成本控制各阶段的控制重点和操作技巧进行了实战层面的研究和总结,提出了大量有
价值的操作程序和图表工具。
本文认为:EPC项目成本控制的目的是成功实现项目的预算讨划,而成功的关
键在于“打造一个管理团队、积累一套历史数据、设计一个处理系统”。“打造一个管
理团队”就是要培训和选拔一支思想素质和业务素质过硬的成本管理团队;“积累
套历史数据”就是要收集和整理一整套以往项目成本管理的数据库;“设计一个处理
系统”就是要建立成本数据处理的计算机软件系统,实现成本最踪、成本分析和成本
报告的电脑化。

Abstrac
EPC contracting model prevails in the international construction market. Along with the opening
process of China construction market and the proceeding of the nationa strategy saying"joining in
overseas construction market, the subject of EPC study comes forward to each of the Chinese
engineering enterprises in order to be a competent competitor in the world
Cost management system of EPC project has been progressing with the development of
systematic theor control theory and operational research. Its theory study and project practice are still
being improved worldwide. EPC study in China can only be evaluated as being in its beginning phase
and the project practice is similarly just starting
In view of the above mentioned, this article, based on a systematic study of the cost control theory
Bout interational project, combining the author s experiences on project management and
international cooperation over about 20 years, presents a thorough analyses and researches upon the
control principle, practice models and application skills of cost control under the EPC mode. It really
gives a complete picture of EPC projects'cost control
The creative studies include in this article mainly sit in the 2 chapter of"practice models of EP
cost contro" and the 3 d chapter of"application of EPC cost control". The details are as the follows
Aiming at the target of EPC cost control, apply a wide analysis and research over the practice
models scattered in the relative management bibliographies and classify those with high acceptance into

Based on the authors experiences on project management accumulated through near 20 years
and its intemational cooperation of 6 years, apply a complete study on the main control concems of
each stage as well as operational skills Also many valuable procedures and control tools are included

through efforts. The key points of EPC cost control are to create a management group, to amass a suit of
