摘要
2008北京奥运会,政府提出“数字奥运,通信先行”,体现了中国政府借助
奧运契机推动中国通信产业的迅速发展的决心;同时,通信产业的相关产业链环
节都在积极调整战略,意欲借此机遇实现产业发展新的突破。
出于通信产业的网络效应、锁定效应等特性,控制了通信技术的标准是实现
通信产业突破的关键。可以说通信技术标准是通信产业技术规范发展和参与主体
利益分配的主要途径,是国家关注和重点推动的战略事业。只要实现其国际市场
上的标准化一“采标”与“创标”的协同成功,能够通过正反馈作用获得世界
通信产业的超额利润、控制其相关产业链、强化本国竞争力。因此,如何在奥运
契机下实现技术标准化,对中国通信产业具有非常重要和现实的意义。
本文按照标准化的逻辑发展,探讨通信技术国际标准及其标准化发展的特
性;并结合了奥运契机的影响,从国际与国内的相关影响因素出发,定量与定性
结合地分析了中国通信产业国际技术标准化的环境影响:多方面分析了通信产业
标准化的模式、路径和时机,给出“采标”和“创标”的成本分析,并且参照了
典型的国外通信产业的国际标准战略,最终给出中国政府和通信企业技术标准战
略建议。
中国通信产业借助2008奥运契机,对自主研发的技术标准积极实行“创标”
战略,企业应时采用联盟战略以及相应的专利联合,政府采用或宽或紧的知识产
权制度,共同结合努力实现标准锁定;对技术研发不够或者成本过高、预期收益
较小的方面,积极采用“采标”战略,同时不放弃自主研发的基础建设,如跟踪
发达技术国家的标准发展、加强标准化人才的培养等。

In accordance with the logic of standardization, the paper discusses the
characters of ICT standards and the development of standardization. And with the
cffect of 2008 Olympic Games, paper analyses the environmental impact
quantitatively and qualitatively with domestic and international related factors. It also
probes into different standardized model, paths and time. Then paper focuses on cost
producing standards and adopting standards, deepen understands foreign
standardization strategies, and puts forward several strategies suggestions
