(2)The TTSARB shall focus on the internationaltechnical and businessissues related to the matterssubmitted to it for considerationand decision.Althoughit will respond to specific individual cases, the TTSARB will have its principalfocus on comprehensiveglobal policy guidance. SECNAVINST4900.46B 16 DEC 1992 (3) The TTSARB submitted to it by the shall considersuch mattersas may be Secretaryof the Navy, the Chief of Naval Operations,or other Navy officials,or as identified by the Navy InternationalPrograms Office(Navy IPO) in the course of implementinginternationalprograms. (4) The TTSARBshall advise the Secretary of the Navy of all decisionsrenderedand take such action as the Secretary may direct. b. in each composition (1)J#etiershiD.The TTSARB membershipwill be composed specificcase to ensure complete and informed considerationof the issue.Basic TTSARB compositionwill be: Co-Chairperson:Vice Chief of Naval Operations,or AssistantCommandantof the MarineCorps for issues specific to the Marine Corps Co-Chairperson:AssistantSecretary of the Navy (Research, Developmentand Acquisition) Members:AssistantSecretary(Financial Management) Deputy Chief of Naval Operations(Plans, Policy and Operations) Deputy Chief of Naval Operations (Resources, Warfare Requirementsand Assessments) Director of Test and Evaluationand TechnologyRequirements Director of Naval Intelligence Deputy Chief of Staff, Plans, Policies and Operations(Marine Corps) AppropriateOffice of the Chief of Naval Operations(OPNAV) or Commandantof the Marine Corps(MARCORPS) Sponsor AppropriateAssistantSecretaryof the Navy(Research, Developmentand Acquisition)Platform Official AppropriateSystems Command(SYSCOM), ProgramExecutive Officer(PEO), or Direct ReportingProgram Manager General Counsel and/or Navy Judge Advocate General,as necessaryand appropriate 2 SECNAVINST4900.46B 16DEC1992 Other DON membersas appropriateand necessaryfor the specificissue under consideration. (2) Staff SumortoThe Deputy AssistantSecretaryof the Navy(International Policy)(DASN (1P) will serve as TTSARB Executive Director,and the Director, Navy InternationalPrograms Office(Director, Navy IPO), will serve as ExecutiveSecretary. Secretary of the Navy, OPNAV, SYSCOM, and MARCORPSstaffs will provide support as required. coDecisionProcedures (1) The Board will meet Chairpersons. (2) Issues proposedfor at the directionof the Co- considerationby the Board should be brought to the attention of the DASN(1P) or Director,Navy IPO. (3) The Director, Navy IPO, will formulate a draft Decision Memorandumsetting forth the full range of possibleDON actions on each questionand circulateit to the members,DASN (1P), and other cognizant DON offices as required. (4) The Deputy Chief of Naval Operations(Plans, Policy, and Operations)will be responsiblefor coordinationwith the commandersin chief and other naval componentcommandersand for the provisionof fleet and corps input as required. (5) If disagreementscannot be resolvedthrough the staffing process,the Co-Chairpersonsmay call a meetingof the Board to consider the issues, to seek additionalcomments and recommendations,and to reach a decision. (6) Recommendationsand comments on the draft Decision Memorandum,along with a proposedpolicy recommendation,will be included in the coordinatedDecision Memorandumpreparedby the Director, Navy IPO. (7) DASN(1P) will transmit the coordinatedDecision Memorandumto the Co-Chairpersonsfor final approvalaction. (8) The Director, Navy IPO, will ensure disseminationof each TTSARB decision. 3 SECNAVINST4900.46B 16c)Ec d.Administrative Procedures (1) The DASN(1P) will coordinatethe issues or actions to be presentedto the TTSARB, oversee the preparationof TTSARB decision memoranda,and conduct policy coordinationwith the Office of the Secretary of Defense, other componentsof the Departmentof Defense,and other governmentagencies as necessary and appropriate. (2) The Director,Navy IPO, will prepare TTSARB decision memoranda,providea weeklystatus report of issues under TTSARB consideration,prepare the agenda and briefing materialsin support of TTSARB meetings,and providesuch other administrative support as may be directed by the Co-Chairpersonsor DASN(1P). 5.Report.The reportingrequirementcontainedin paragraph 4d(2) is exempt from report control by SECNAVINSZT 5214.2B.
