电子政务中互联网地理信息系统的集成研究与运用
摘要
互联网地理信息系统(简称 EB GIS)是电子政务信息资源的空间
定位平台,可提供空间辅助决策平台,并可为电子政务提供可视化工具,
从而提高政府部门的工作效率。又因其是基于互联网络的,有分布式服
务体系结构、跨平台特性和良好的扩展性,使政府部门之间能很好的共
享数据和与其他信息服务进行无缝集成。所以本文对电子政务中的互联
网地理信息系统进行研究。
在基础理论方面,作者阐述了地理信息系统(简称GIS)中涉及的
主要概念及电子政务基本功能、业务模型。地理信息系统作为电子政务
的核心支撑技术,本文对电子政务中的地理信息体系框架进行了介绍,
作者并对电子政务中的地理信息.系统进行了展望。
现今互联网地理信息系统作为GIS发展中的一个热点,它是利用互
联网技术来扩展和完善地理信息系统的一项新技术,其核心是在地理信
息系统中嵌入HTTP协议和TCP/IP协议标准的应用体系,实现互联网环
境下的空间信息发布、查询、管理和维护等GIS功能。本文介绍了互联
网地理信息系统的概念,基本原理,然后较为详细地论述了其开发的各
种方法,如CGl, Server AP,Plug-In, Activex, Java Applet,中间

件技术。
Web Service作为新技术,日益成为互联网系统开发的主流。本文
对用 Web Service开发 WEB GS的原理进行了研究。
Mapxtreme作为 EB GIS开发主流平台中的一种,本文对用该平台
开发" EB GIS系统进行了研究,并做了部分开发示例。
在单位的 EB GS开发中,利用 Mapxtreme开发的中间件平台
go2map-MIP对系统进行了开发。该中间件是一个用应用程序接口定义的
分布式软件管理框架,同时兼具强大的通信能力和良好的可扩展性,屏
蔽底层GlS组件复杂性和异构性,它同样能提供良好的互操作性。在此
基础上快速开发了上海局地理信息系统。该系统目前已经投于使用,达
到了预期的功能。

INTERGRATED METHOD RESEARCH OF WEB GIS AND
PPLICATION IN E-GOVERNMENT
ABSTRACIT
The geographical information system of Internet(Web GIS)is the spatial orientation
platform of the information resources of the E-government. It can offer the space aid
decision platform, and can offer the visual tool for E-government. Thus it improves the
working efficiency ofthe government department. Also because it is based on the
internet, there is structure of distributed service system, characteristic of cross platform
and good expansion, that make sharing data very fine between the government
department, and integrate with other information service very easy. So this text has carried
on research to the geographical information system of Internet in the E-government
In basic theory. the main concept which authors have explained is involved in the
geographical information system and its operating model. As a key technology in the
E-government, the geographical information system frame is also be introduced. And the
author has looked forward to the geographical information system in the E-government

Regarded as a research focus at present, the Web GIS is a new techbology that makes
use of Internet technology to expand and to be improved. Its core is a application which
addedHTTPProtocolandTCP/IPProtocol.ItcanachieveGISfuctionsincludingrelease

concepts, basic principles, then described various methods of WEB GIS system develops
