    摘要】目的了解上海市政府实事舒缓疗护(临终关怀)项目试点机构临终关怀科的人力资源现状及存在的
    问题,为制定临终关怀政策提供依据。方法以上海市18家临终关怀项目试点机构即18家社区卫生服务中心的临终
    关怀科为调査对象。于2014年3月,采用自行设计的结构式调査问卷和报表,对其人力资源情况进行调查。结果18
    家试点机构共有职工2947人,其中执业医师99人,注册护士1031人;核定床位总数为2314张,其中临终关怀床
    位数为234张,占核定床位总数的10.1%。18家试点机构临终关怀科共有执业医师123人,年龄为30~39岁者占
    61.0%,学历为本科者占86.2%,职称为中级者占52.0%,初级者占40.7%。18家试点机构临终关怀科共有注册护土
    172人,年龄为30~39岁者占57.6%,学历为大专者占54.1%,职称为初级者占76.1%。18家试点机构的临终关怀
    科共有护工177人,其中学历为小学者占85.9%,从业时间为2~5年者占46.9%。临终关怀科医护人员参加临终关怀
    继续教育的共有150人,占临终关怀科医护人员总数的50.8%。结论临终关怀项目试点机构临终关怀科人力资源总
    量不足、结构欠合理,医护比、床护比不合理。需进一步提高临终关怀科人员的数量和总体素质,以适应临终关怀事
    业发展的需要。

    Abstract Objective To investigate the status and current problems of human resources in the hospice care
    deparment of hosie are pilot se ins in shan ai, and provide references for the formua ion of spice care policies. Method
    We enrolled 18 hospice care pilot settings in Shanghai, namely 18 community health service centers, as the subjects. In Marcl
    2014, self-designed structural questionnaire and report form were used to investigate the status of human resources in hospice
    department. Results In the 18 centers, there were 2 947 employees, among which, 990 were certified doctors and 1 031 were
    registered nurses; the total number of sick beds was 2 314, of which 234 were for hospice care, accounting for 10. 1%. In the
    hospice care department of the 18 centers, there were 123 certified doctors, among which 61.0% were aged from 30 to 39
    86.2% had bachelor degree, 52.0% had intermediate professional title, 40. 7% had primary professional title. There were all
    together 172 registered nurses, of which 57. 6% were aged from 30 to 39, 54. 1% had associate degree, 76. 1%o had primary
    professional title. There were 177 nursing workers, among which 85.9%o received only primary school education, 46.9% had
    been engaged in hospice care service for 2 to 5 years. There were 150 health workers in the departments of hospice care who
    participated in the continuing education of hospice care, accounting for 50. 8 of all medical staff in the department Conclusion
    e human resources of the hospice care department in hospice care pilot settings are inadequate, with irrational structure
    doctor-nurse ratio and bed -nurse ratio. We should further increase the number of medical staff in the department and improve
    their overall quality, in order to adapt to the needs of new development of hospice care service
