摘要
随着旅游产业的迅速发展和人类社会所面临风险因素的日趋上升,各种危机时刻威
胁着整个旅游业和经济的正常运转。作为产业关联性极强的旅游业,微小的旅游危机事
件就可能因蝴蝶效应”而导致整个旅游产业乃至区域经济的衰退。因此,旅游危机管理
成为当今学术界研究的热点。基于不同的旅游目的地,旅游危机的特征及动因有其特殊
性,区域性的旅游危机管理研究将对区域旅游产业和经济发展有着重要的现实和指导意
义
本文在对国内外旅游危机管理研究综述的基础上,从陕西省旅游危机管理现状和历
年陕西省旅游危机事件入手,对陕西省旅游危机的特征及陕西省旅游危机的宏微观传导
机制进行了深入探讨,并构建了陕西省旅游危机综合传导机制。
此外,充分汲取囻际上旅游危机预警及评价等相关研究成果,设计了陕西省旅游危
机预警系统和陕西省旅游危机评价的指标体系,并利用多层次综合评价方法,构建了陕
西省旅游危机影响评价模型。
最后,利用案例研究方法,在总结国内外旅游危机管理、旅游危机事件应急管理成
功经验的基础上,结合陕西省旅游危机管理现状,提出了陕西省旅游危机应急管理战略
和相应的策略。

ABSTRACT
With the rapid development of tourism industry and the growth of risk that our human
society have been up against, various crisis tampers with the working order of tourism
industry and economy frequently. Because of the high industry-relationship character of the
tourism industry and the influence of"butterfly effect, a tiny crisis case will bring on the
arge-scale decline of tourism industry and economy. So the tourism crisis management
becomes one of the most popular research subjects. Based on the different character and effect
system of tourism crisis in different tour destinations, a territorial tourism crisis management
will make great significance to the development of the tourism and economy
After summarizing the interrelated research of tourism crisis management at home and
abroad, this paper started with the analysis on the current situation of tourism crisis
management and many tourism crisis cases in Shaanxi Province. The character and effect
system of Shaanxi tourism crisis were studied deeply, the macro-eftect system as well as the
micro-effect system of Shaanxi tourism crisis were constructed
In addition, based on much related research achievement which was learned from the
warning system and the evaluation system of the tourism crisis completely, the warning
process and the evaluation factors of Shaanxi tourism crisis were designed. Furthermore, the
evaluation system of Shaanxi tourism crisis was put forward by the way of AHP
comprehensive evaluation
By using of the case study methods, much successful experience in the tourism crisis or
emergency management of tourism crisis was summarized both at home and abroad. Finally
combined with the current situation of Shaanxi tourism crisis management, the tourism crisis
emergency management strategy to Shaanxi Province was put forward
