摘要
本文是在我国民办語等教育阳临着越米越激烈的党争;其党争力较弱,急需
形成核心亮争力:口前对核心竞争力的研究比较笼统的背景下进行研究的。研究
发现,理论界对核心觉争力的研究尚有值得斟的的地方,主要体现在:对核心
争力的研究比较模糊、对“核心克争力”特征的表述有待商榷、事后研究和评价
的情况比较多。民办校核心党争力的构建不能简単地模仿企业核心党争力的构
建,因为民办高校是一个特殊的组织。
核心觉争力理论是普拉哈拉德( Prahalad)和哈默( Hamel)于20世纪90年代初提
出米的,自从这个理论提出以米,已经受到各个领域学者的关注。民办高校的核
心竟争力是指民办高校在灵活的办学体制下,以实现高等教育的社会以能为核心,
在办学实践过程中形成的对社公优质办学资源的获得能力。民办高校的核心竞争
力应该定位于政策、体制和资源。民办高校核心克争小除了具有企业核心克争力
理论中核心觉争力的特征之?或几个特征之外,更要具有其个性特征:1、反应尚
等教育功能;2、阶段性特征;3、公益性j营利性并存的特征;4、包容性特征。
民办高校核心党争力理论与公可核心党争力理论是并列关系,同属于核心觉争力
理论系统,而不是前者从属于后者。只有形成了核心亮争力,民办高校才有可能
在中国高等教育外立足,也才有可能在未来的国际觉争中发挥作用。
本文分析了影响我國民办高校克争力的积极因素和消极因素。前者包括:管
模式多样化、企业化管理,注重成木和效益、用人机制灵活、办学模式具有灵
活性。后者表现在:办学历史较短、层次较低、资金米源渠道单一化、师资队伍
合实力较低且稳定性较差、生源倾向于低分生、社会偏见与毕业生就业歧视等
方血。
木文认为,民办高校要培育利提升核心竟争力,必须从政策层面、体制层面
死念层面入手。其体地说,1、政策层而要依靠国家和地方政府的人力支持,其具
体措施应包括:制定准入政策、扶持政策、产权政策、金融政策、获利政策、公
平的招生政策、公平待遇政策等等;2、体制层而要求民办高校:充分发挥体制灵
活的优势,正确选择管理模式:拓苋经费渠道、合理配置資源;建设激励机制
加强师资队位建设、灵活的特色定位;3、观念层面主要足从诚信办学与转变小学
观念山发,前者包括树立正确的义利观、树诚信理念、加强内部诚信制度建设:
后者包括质量观、诚信观、教育功能观、公益观、人才观的树立或转变。

Abstract
Privately-run institutes of higher education in our country confront more and more
vehement competition. It is necessary for them to form core competence owing to their
cak competitiveness and the general study on it. This thesis is just based on this
situation. Research indicates that some studies made by theoretical community about
core competence still need deliberating, as represented mainly by obscure study of that
needing discussed expression of its characteristic and too many researches and
comments only after the event. The establishment of core competence in higher
education cant simply imitate that of the enterprises, because privately-run institutes
are speclal organizations
The theory of core competence were put forward by Prahalad and Hamel in the
early of 1990s, and many scholars in every fields have paid attention to t. Based on the
flexible system of running a school. The core competence of privately-run institutes
means the ability of obtaining social high-quality resource in the process of running
such a school with the core of brining about the higher educational social functions
The core competence of priately-run institutes of higher education should be oriented
with the policy, the system and the resource. Besides possessing one or several
characteristics of the core competence of enterprises, the more important is tha
should have its individual characteristics: 1. reacting to the function of high education; 2
the characteristic of stage; 3. public benefits coexist with seeking profits; 4. the
character of containing. The core competence theory of privately-run institutes of higher
education is juxtapositional with enterprises. Not the former subordinates to the later
but all belong to the theory system of core competence. Only if it forms the core
competence, privately-run institutes of higher education may have the possibility to gain
a footing in Chinese higher educational field and play a role in the future of
international competition.
